OSU students partner with healing center to create real-world impact

Senator Chuck Hall, District 20, was recently honored with the Oklahoma Cattlemen’s Association’s (OCA) 2026 Legislative Appreciation Award.
OCA annually honors legislators who have worked hard to protect and promote the Oklahoma beef cattle industry in the Oklahoma Legislature. OCA is at the Capitol every day of the legislative session working with legislators to pass and block key legislation relative to Oklahoma beef cattle producers, private property rights, rural communities and the future of
agriculture.
“Chairman Hall has consistently demonstrated a willingness to listen to cattlemen, understand our issues and help advance good policies that strengthen Oklahoma’s family ranching businesses,” said Michael Kelsey, OCA Executive Vice President. Senator Hall was elected to the Oklahoma State Senate in 2018 and represents Senate District 20,
which includes Pawnee, Noble, Logan, Payne and Kingfisher counties. In his role as Senate Appropriations Chairman, Hall has been instrumental in helping secure major investments in Oklahoma agriculture, including funding for the Oklahoma State University Veterinary School and the OSU Agronomy Research Farm.
“Chairman Hall understands that agriculture is not only part of Oklahoma’s history, but also a critical part of our future,” Kelsey said. “His work to support the OSU Veterinary School and Agronomy Research Farm will benefit cattle producers, veterinarians, researchers, students and rural communities for generations to come.”
In addition to his support for agricultural education and research, Hall has long supported cattlemen’s policy priorities, including protecting private property rights, promoting limited government and defending the ability of farmers and ranchers to operate without unnecessary regulatory burdens.
“Chairman Hall understands that private property rights and limited government are not talking points — they are foundational principles for agricultural producers,” Kelsey said. “He has also brought common sense reform ideas to tax policy and continues to be a leader for reasonable, long-term discussion about Oklahoma’s tax structure. That is especially important to agriculture, whether it is preserving the agricultural sales tax exemption or understanding the importance of sound ad valorem tax policy for landowners and rural communities.”

“Representative Kane understands the cattle industry because he is a cattleman himself,” said Michael Kelsey, OCA Executive Vice President. “That firsthand experience gives him a valuable perspective when considering policies that impact ranching families, landowners and rural Oklahoma.”
Representative Kane represents House District 11, which includes parts of Washington and Tulsa counties. As a member of the Oklahoma House of Representatives, Kane has been selected for leadership responsibilities currently as Vice Chair of the House Appropriations Committee. “OCA has appreciated the opportunity to work with Vice Chairman Kane on practical issues that matter to cattlemen, including fencing law, Commissioners of Land Office (CLO) reforms and
the protection of private property rights,” Kelsey said. “These are not abstract policy discussions for producers. They directly affect how cattlemen manage their land, protect their livestock and operate their family ranching businesses.”
Kane’s background as a cattle producer has helped him bring common sense and real-world understanding to agricultural policy discussions at the Capitol. His willingness to listen, engage and work through complex issues has made him a strong voice for rural Oklahoma and the beef cattle industry.
“Vice Chairman Kane recognizes that strong property rights and workable laws are essential to the future of agriculture,” Kelsey said. “Oklahoma cattlemen need legislators who understand the importance of keeping producers on the land, protecting their ability to operate and ensuring that state law respects the realities of ranching. He has been an incredibly valuable partner in those
efforts.”
