Most 2026 legislation to go into effect July 15 – State-Journal

Most of the legislation that was passed during the 2026 session of the Kentucky General Assembly, which wrapped up on April 15, will take effect on Wednesday, July 15.
This date is confirmed in a formal opinion issued Monday by Attorney General Russell Coleman. The opinion cites Section 55 of the Kentucky Constitution, which provides that most legislation becomes law 90 full days after final adjournment of the General Assembly.
The 2026 session adjourned sine die on April 15. Under the constitutional 90-day rule, the first full day following adjournment was April 16, and the 90th day falls on July 14. As a result, most legislation takes effect the following day, July 15.
“The legislature has fulfilled its constitutional duty by passing a balanced budget,” said Senate Majority Floor Leader Max Wise, R-Campbellsville. “Throughout the 2026 Legislative Session, we enacted policies grounded in practical, responsible, conservative principles that support small businesses, education, and families. These are priorities Kentuckians have come to expect from the Republican supermajority in Frankfort.”
This constitutional timeline applies to most legislation passed during a regular session unless the bill includes an emergency clause, making it effective upon the governor’s signature, or the bill specifies a delayed effective date within the legislation.
“With our work complete, it is now the responsibility of the Beshear administration to faithfully execute these laws,” Wide added. “While challenges remain, I have full confidence in the General Assembly and the citizen-legislators who will continue serving the people of Kentucky during the 2026 interim period and into the 2027 30-day session beginning Jan. 5, 2027. We remain committed to transparency, accountability, and ensuring these policies are implemented in a way that benefits Kentucky families.”
