Israel and the government of Lebanon recently held direct talks in Washington. But whiletheLebanese leadership may seek de-escalation and stability, Hezbollah’s autonomous military capacity prevents the state from implementing a coherent national strategy.Hezbollah, under the direct tutelage of the Islamic Revolutionary Guards Corps (IRGC) has evolved from a “State-within-a-State” to a “State Against the State”.For as long as the Iranian proxy militiamaintainsan independent weapons capacity and continues to conduct its own private wars at Teheran’s behest, peace or normalization between Beirut and Jerusalem will remain beyond reach. The Lebanese and Israeli peoples will continue to suffer. How did thissituationcome about? Whatcanbe done to change it?
