But whiletheLebanese leadership may seek de-escalation and stability, Hezbollah’s autonomous military capacity prevents the state from implementing a coherent national strategy.Hezbollah, under the direct tutelage of the Islamic Revolutionary Guards Corps (IRGC) has evolved from a “State-within-a-State” to a “State Against the State”.For as long as the Iranian proxy militiamaintainsan independent weapons capacity and continues to conduct its own private wars at Teheran’s behest, peace or normalization between Beirut and Jerusalem will remain beyond reach.
