Hanoi, March 22 (VNA) – The aircraft carrying Prime Minister Pham Minh Chinh and a high-level Vietnamese delegation arrived at Vnukovo-2 International Airport in Moscow at 5:00 pm on March 22 (local time), beginning a four-day official visit to Russia at the invitation of Russian Prime Minister Mikhail Mishustin. <\/p>\n

Among those welcoming the Vietnamese leader at the airport were Deputy Minister of Foreign Affairs Rudenko; Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko; representatives of the Russian Ministry of Foreign Affairs; Vietnamese Ambassador to Russia Dang Minh Khoi; along with embassy staff and members of the Vietnamese community in Russia. <\/p>\n
This marks the first visit by a high-ranking Vietnamese leader to Russia in 2026. During the visit, PM Chinh is scheduled to hold talks with his Russian counterpart Mikhail Mishustin; meet with President Vladimir Putin, Chairwoman of the Federation Council of Russia Valentina Matviyenko and Chairman of the State Duma Vyacheslav Volodin. <\/p>\n
PM Chinh and Russian leaders are expected to discuss measures to further strengthen Vietnam\u2013Russia relations, particularly in politics, and expand cooperation in areas such as economy, trade, investment, infrastructure development, science and technology, education and training, culture and arts, with special emphasis on nuclear energy and oil and gas.
During the visit, the PM will also lay flowers at the monument to President Ho Chi Minh and the Tomb of the Unknown Soldiers; and receive veterans, representatives of the Russia\u2013Vietnam Friendship Association, friends, and contributors to bilateral relations. <\/p>\n
He will hold meetings with leaders of major Russian corporations and enterprises; engage with Vietnam\u2013Russia businesses; visit educational and high-tech facilities; tour notable Vietnamese investment projects in Russia; and meet with embassy staff and the Vietnamese community in the country. <\/p>\n
The visit is expected to comprehensively promote cooperation across multiple sectors and set a long-term vision for bilateral relations in politics, security, defence, foreign affairs, economy, trade, science and technology, education and training, and people-to-people exchanges. It aims to further deepen the Comprehensive Strategic Partnership for the benefit of both nations and for regional and global peace, cooperation, stability, and development.\/.
Vietnam and Russia are facing a comprehensive, long-term cooperation programme. The development and implementation of this programme will require considerable efforts to clearly understand the current and future interests of both countries, as well as the potential to translate these into effective bilateral cooperation.

It is expected to outline major directions for future cooperation: enhancing political trust; maintaining the Comprehensive Strategic Partnership in security, defence, and foreign affairs; and boosting economic and trade collaboration to make it more effective and substantive.
The outcomes of the plenum will form the \u201clegal corridors,\u201d \u201coperational rules,\u201d \u201cdisciplinary principles,\u201d and \u201cstandards of conduct\u201d necessary to bring the 14th National Party Congress\u2019s Resolution into life and advance the country\u2019s long-term strategic goals toward 2030 and 2045.
During meetings with local authorities, Ambassador Trinh Duc Hai stressed the need to turn the Vietnam \u2013 France Comprehensive Strategic Partnership into practical cooperation programmes aligned with each side\u2019s development priorities.
It comes as no surprise that ill-intentioned forces abroad and discontented individuals at home have reacted negatively to the official results of the election of deputies to the 16th NA and People\u2019s Councils at all levels for the 2026\u20132031 tenure.
The meeting is also scheduled to consider personnel affairs for State agencies for the 2026\u20132031 term and provide opinions on the five-year socio-economic development plan, national financial plan and medium-term public investment plan for 2026\u20132031, along with other key national issues.
