He will have plenty of opportunities to explain whether President Donald Trump will adjust his <a href=\"https:\/\/apnews.com\/article\/donald-trump-india-south-korea-china-2aedfee65fabdf5f1e0337fc0f228fde\">often-aggressive approach to both allies<\/a> and foes in the aftermath of <a href=\"https:\/\/apnews.com\/article\/trump-2026-midterms-voters-young-voters-hispanic-voters-democrats-congress-ba1689d8402415d26ad32f4fa80ab2f9\">massive Republican losses<\/a> in Tuesday&#8217;s vote.<br \/>Recommended Videos<br \/>In a terse statement, the department said Rubio would use the meeting to \u201cadvance American interests in engagements with his G7 counterparts.\u201d The top U.S. diplomat is seen by many as presenting a <a href=\"https:\/\/apnews.com\/article\/us-venezuela-trump-rubio-congress-maduro-rodriguez-e157b5d08a39047df4ac46764900ae77\">gentler side to Trump\u2019s approach<\/a>, but there has been speculation \u2014 that he and aides have vehemently denied \u2014 that he might choose to leave the administration early to prepare for a <a href=\"https:\/\/apnews.com\/article\/2028-election-president-7c3a12536bc7342f6e4f0c4c5522935b\">2028 presidential run<\/a>.<br \/>The G7 meetings on Monday and Tuesday follow a larger diplomatic gathering that Rubio hosted in Atlanta just last weekend for G20 foreign ministers \u2014 a meeting that produced <a href=\"https:\/\/apnews.com\/article\/g20-rubio-russia-ukraine-iran-war-ed4ab8ad9fedd628c39ac05bc5092cac\">little in the way of consensus<\/a> on any of the major issues the world is confronting. The Atlanta meeting, which included Russia and China, <a href=\"https:\/\/apnews.com\/article\/rubio-g20-ukraine-russia-poland-21c65a8bb02a3a0f0c89f0ce6d56d5fd\">ended without a joint communique<\/a> and instead a chairman\u2019s statement from Rubio.<br \/>The G7, which comprises the world\u2019s biggest industrialized democracies rather than the 20 largest global economies, is made up entirely of U.S. allies \u2014 Britain, Canada, France, Germany, Italy and Japan. Yet the differences that prevented broad agreements in Atlanta will likely again confound top diplomats in Paris, especially on global security.<br \/>In Paris, the foreign ministers will again confront a number of unresolved world crises, including the <a href=\"https:\/\/apnews.com\/hub\/iran\">Iran<\/a> and <a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">Russia-Ukraine wars<\/a> as well as deteriorating energy and food security. Already the French have signaled that this meeting also will not produce a joint communique.<br \/>The French hosts, who have invited Brazil, Egypt, Saudi Arabia and Ukraine to participate in some of the discussions, have numerous priorities, including Ukraine, Iran and <a href=\"https:\/\/apnews.com\/article\/israel-gaza-houthis-saudi-iran-yemen-september-25-2026-0d3f2d626fd8122e76b3914021efc55b\">freedom of navigation in the Strait of Hormuz<\/a> and Red Sea. The French also are looking to address the broader Middle East \u2014 including Israel, the West Bank, Gaza, Lebanon and Syria \u2014 Africa, the Indo-Pacific and China, Venezuela, Cuba and Haiti.<br \/>They also will convene a meeting on <a href=\"https:\/\/apnews.com\/hub\/artificial-intelligence\">artificial intelligence<\/a> and a separate session on support for Ukraine, according to the French foreign ministry.<br \/>Trump and his administration have rattled the nerves of its G7 partners on issues like support for Ukraine, NATO and <a href=\"https:\/\/apnews.com\/article\/rubio-europe-portugal-greece-6b21651fdb610bc3aadb0020efff7288\">defense spending<\/a> as well as trade and tariffs, the Iran war and <a href=\"https:\/\/apnews.com\/article\/icc-trump-sanctions-international-court-venezuela-chad-4d6979e781d0121a2e0a194d13c508be\">opposition to the International Criminal Court<\/a>. All of the G7 members \u2014 except Japan, which has a separate treaty alliance with the U.S. \u2014 are in NATO.<br \/>To the consternation of Europe, <a href=\"https:\/\/apnews.com\/article\/trump-zelenskyy-putin-ukraine-russia-war-5ff9a53edf6d0f338f40709af6dc9c11\">Trump has scaled back<\/a> U.S. military assistance to Ukraine as it defends itself from Russia and repeatedly suggested that America <a href=\"https:\/\/apnews.com\/article\/trump-iran-israel-nato-e34385f9b6e2ff5d0cf60f8aaea57a40\">might not come to the defense<\/a> of another NATO member under attack unless all allies step up their defense spending. He also has proposed reducing the <a href=\"https:\/\/apnews.com\/article\/nato-us-trump-troops-withdraw-rutte-a9fa797f52a26a03a43a93851a1200d8\">U.S. military footprint in Europe<\/a>, which has been a constant reassurance for the continent since World War II.<br \/>The American military presence also plays a role in the administration\u2019s <a href=\"https:\/\/apnews.com\/article\/us-icc-trump-rubio-4ea3555403e3c695d8f81dc473515d9b\">battle to dismantle the ICC<\/a>, the world\u2019s first war crimes tribunal to which all G7 members but the U.S. belong. The Trump administration has <a href=\"https:\/\/apnews.com\/article\/international-criminal-court-sanctions-trump-israel-e8da938966f5f8dad763ecf68ea025c9\">imposed severe sanctions<\/a> on the ICC and a number of its employees, while next year it <a href=\"https:\/\/apnews.com\/article\/icc-trump-sanctions-eu-israel-netherlands-2c1cc314732f920c2de59396d3b556f6\">could add penalties<\/a> on governments, companies and individuals that do business with the court.<br \/>The European Union is considering what&#8217;s called a \u201cblocking statute\u201d that would protect EU institutions from U.S. secondary sanctions.
