That\u2019s <a href=\"https:\/\/www.npr.org\/2025\/10\/30\/g-s1-95823\/trump-administration-sets-lowest-ever-cap-on-refugee-admissions\">a historic low<\/a> that will shut out thousands of global refugees from war and persecution, such as the victims of <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2026\/02\/afghanistan-talibans-gender-oppression-and-international-funding-cuts\">Taliban repression in Afghanistan<\/a> or the Rohingya minority in Myanmar facing <a href=\"https:\/\/doi.org\/10.1186\/s13031-019-0226-9\">documented mass violence<\/a>.<br \/>The new refugee cap, however, will mostly <a href=\"https:\/\/www.pbs.org\/newshour\/nation\/trump-limits-annual-refugees-to-u-s-to-7500-itll-be-mostly-white-south-africans\">benefit white South Africans<\/a>, known as Afrikaners. The State Department is <a href=\"https:\/\/www.reuters.com\/world\/us-aims-bring-4500-white-south-africans-per-month-refugees-document-says-2026-02-26\/\">building infrastructure<\/a> to process 4,500 refugee applications per month from Afrikaners, a pace that would easily exceed the administration\u2019s global cap.<br \/>The <a href=\"https:\/\/time.com\/7329928\/refugee-immigration-south-africa-trump\/\">Trump administration\u2019s justification<\/a> are claims of racial persecution.<br \/>Elon Musk, born in South Africa, <a href=\"https:\/\/www.pbs.org\/newshour\/world\/persecution-of-south-africas-whites-a-false-narrative-president-says-as-musk-repeats-genocide-claim\">posted on X<\/a> in March 2025 that \u201cthere is a major political party in South Africa that is actively promoting white genocide.\u201d President Donald Trump agreed. \u201c<a href=\"https:\/\/www.pbs.org\/newshour\/politics\/fact-checking-trumps-claims-of-white-farmer-genocide-in-south-africa\">They\u2019re being killed<\/a>,\u201d he said in May 2025. Casting blame on the news media, he said, \u201cIt\u2019s a genocide that\u2019s taking place that you people don\u2019t want to write about.\u201d<br \/>Tucker Carlson had <a href=\"https:\/\/www.npr.org\/2018\/08\/23\/641181345\/heres-the-story-behind-that-trump-tweet-on-south-africa-and-why-it-sparked-outra\">spent years<\/a> on Fox News <a href=\"https:\/\/www.mediamatters.org\/tucker-carlson\/tucker-carlson-spreads-conspiracy-popular-white-supremacists-and-claims-new-york\">pushing<\/a> the claim that white South Africans were being murdered en masse. Trump had apparently been listening. The white genocide claim moved from fringe websites to cable television to the Oval Office.<br \/>As <a href=\"https:\/\/history.case.edu\/faculty\/john-broich\/\">a historian<\/a> who has spent years studying how racial supremacy gets weaponized as policy, I\u2019d say these claims are worth examining carefully. The numbers don\u2019t support the claims.<br \/>Over a year in 2023-2024, AfriForum, an Afrikaner civil rights organization, recorded <a href=\"https:\/\/issafrica.org\/iss-today\/violent-crime-and-the-myth-of-south-africa-s-white-genocide\">49 murders of Afrikaners<\/a>. That\u2019s .2% of the 27,621 murders across the country. As the <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/fact-checking-trumps-claims-of-white-farmer-genocide-in-south-africa\">Institute for Security Studies in Pretoria<\/a> concluded, \u201cThe idea of a \u2018white genocide\u2019 taking place in South Africa is completely false.\u201d<br \/><strong>A useful fiction<\/strong><br \/>White genocide is a contemporary rallying cry for a project that predates it by over a century: keeping English-speaking nations white. The claim persists because it\u2019s useful. Claims of white genocide, partly rooted in the fear that nonwhite populations are growing while white ones are shrinking, has been a <a href=\"https:\/\/www.splcenter.org\/resources\/reports\/false-fear-white-genocide\/\">far-right organizing concept<\/a> for decades. But that fear was called \u201c<a href=\"https:\/\/www.gutenberg.org\/ebooks\/68185\">replacement theory<\/a>\u201d well before that.<br \/>Afrikaner lobby groups have successfully embedded their cause within a transnational <a href=\"https:\/\/revdem.ceu.edu\/2025\/06\/25\/the-far-right-fantasy-of-white-genocide-how-south-africa-became-a-symbol-for-the-global-right\/\">far-right network<\/a>, projecting South Africa as a warning for the U.S. and Europe. The Afrikaner myth is supposed to be a warning: white people are already being crushed in South Africa, and the same fate awaits whites everywhere unless something is done.<br \/>This has a specific history, one I\u2019ve traced in my latest book, \u201c<a href=\"https:\/\/www.cambridge.org\/us\/universitypress\/subjects\/history\/global-history\/white-supremacy-short-history\">White Supremacy: A Short History<\/a>.\u201d<br \/>Some English-speaking settler colonies explicitly <a href=\"https:\/\/www.google.com\/books\/edition\/The_Victorian_World\/bfV4TeGOSlwC?hl=en&amp;gbpv=1&amp;dq=english%20settler%20colonies%20white%20mens%20countries&amp;pg=PA69&amp;printsec=frontcover\">identified themselves<\/a> as \u201cwhite men\u2019s countries.\u201d And in the early 20th century they coordinated immigration restrictions to keep them that way through a succession of acts passed in Australia, Canada, New Zealand and the United States between 1901 and 1924.<br \/>These were pieces of a linked ideological network, as I trace in the book, with ideas and personnel circulating between countries that understood themselves as outposts of the same white civilization.<br \/>Australia passed immigration acts from <a href=\"https:\/\/www.naa.gov.au\/explore-collection\/immigration-and-citizenship\/immigration-restriction-act-1901\">1901 onward<\/a> that largely barred people from East Asia, Eastern Europe and the Pacific Islands. Attorney General Alfred Deakin justified the restrictions <a href=\"https:\/\/historichansard.net\/hofreps\/1901\/19010912_REPS_1_4_c1\/\">to Parliament<\/a> in 1901 in the name of \u201cthe purity of race.\u201d<br \/>In that same September 1901 debate, another <a href=\"https:\/\/historichansard.net\/hofreps\/1901\/19010912_REPS_1_4_c1\/\">member of the Australian House warned<\/a> that Black political power in the United States offered a cautionary lesson: \u201cThe black people there have increased to such an extent, and have gained such power, that the jurists and statesmen there pause and look with fear upon them.\u201d<br \/>Canada\u2019s <a href=\"https:\/\/pier21.ca\/research\/immigration-history\/immigration-act-1910\">Immigration Act of 1910<\/a> gave the government authority to exclude \u201cany race deemed unsuitable to the climate and requirements of Canada,\u201d implementing what historians call the \u201cWhite Canada\u201d policy. The aim was to <a href=\"https:\/\/www.canada.ca\/content\/dam\/ircc\/documents\/pdf\/english\/corporate\/reports-statistics\/evaluations\/r8-2020-racism-summary-eng.pdf\">limit immigration to<\/a> \u201chealthy, white, preferably British or American agriculturalists.\u201d By the early 1920s, most nonwhite people were categorically excluded.<br \/>New Zealand\u2019s <a href=\"https:\/\/www.nzlii.org\/nz\/legis\/hist_act\/iraa192011gv1920n23429.pdf\">Immigration Restriction Amendment Act<\/a> of 1920 required entry permits for anyone \u201cnot of British or Irish parentage,\u201d establishing what contemporaries called a \u201c<a href=\"https:\/\/teara.govt.nz\/en\/history-of-immigration\/print\">white New Zealand<\/a>\u201d policy.<br \/>The United States passed its own <a href=\"https:\/\/history.state.gov\/milestones\/1921-1936\/immigration-act\">Immigration Act in 1924<\/a> to preserve what <a href=\"https:\/\/historymatters.gmu.edu\/d\/5080\">its proponents called<\/a> an \u201cunadulterated\u201d and \u201cNordic breed,\u201d restricting immigration from southern and eastern Europe and barring most Asians entirely.<br \/><strong>A shared fear<\/strong><br \/>South Africa was part of this network. The career of <a href=\"https:\/\/www.genome.gov\/about-genomics\/fact-sheets\/Eugenics-and-Scientific-Racism\">one eugenicist<\/a>, who promoted the theory that humans can be improved through selective breeding of populations, shows how it worked.<br \/><a href=\"https:\/\/www.s2a3.org.za\/bio\/Biograph_final.php?serial=906\">Harold Fantham<\/a>, who lived from 1876 to 1937, was educated in London, taught zoology at Cambridge, then moved to South Africa in 1917. There, he took a leading role in promoting racial immigration restrictions, arguing in the <a href=\"https:\/\/journals.uclpress.co.uk\/jhs\/article\/id\/3092\/print\/\">South African Journal of Science<\/a> in 1924 that the goal was \u201csafeguarding our nation from racial deterioration.\u201d<br \/>He praised the U.S.\u2019s 1924 act for barring \u201cidiots, feeble-minded, paupers,\u201d and admired Germany\u2019s compulsory sterilization laws. He became president of the South African Association for the Advancement of Science. Fantham <a href=\"https:\/\/journals.uclpress.co.uk\/jhs\/article\/id\/3092\/print\/\">bore his ideas<\/a> across the English-speaking world, picking up American and German models along the way.<br \/>Behind all these restrictions was a shared fear: that growing numbers of nonwhite people would overwhelm white populations. Eugenicists imagined a race to make babies that whites were losing. They believed democracy itself was a liability, because more nonwhite immigrants could mean more nonwhite votes.<br \/>Woodrow Wilson, who <a href=\"https:\/\/newsroom.haas.berkeley.edu\/research\/how-woodrow-wilsons-racist-segregation-order-eroded-the-black-civil-service\/\">resegregated the federal civil service<\/a> after taking office in 1913, agreed. His intellectual framework was plain. As <a href=\"https:\/\/www.theatlantic.com\/magazine\/toc\/1889\/11\/\">he wrote in The Atlantic<\/a> in 1889, only \u201craces purged of barbaric passions\u201d could be entrusted with self-governance.<br \/><strong>Whiteness as proof of citizenship<\/strong><br \/>The Afrikaner program reactivates this logic. It treats whiteness as a refugee status and frames a former colonial ruling class as victims. It sits alongside a deportation campaign targeting people the <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/trump-says-immigrants-are-poisoning-blood-country-biden-campaign-liken-rcna130141\">president says<\/a> are \u201cpoisoning the blood of our country.\u201d<br \/>The <a href=\"https:\/\/righttoremain.org.uk\/book-review-bordering-britain\/\">countries<\/a> that coordinated a century ago to build white nations are doing the <a href=\"https:\/\/doi.org\/10.1080\/1369183X.2024.2315357\">same work<\/a> again, with the same tools.<br \/>The majority of people suffering violence in South Africa <a href=\"https:\/\/issafrica.org\/iss-today\/violent-crime-and-the-myth-of-south-africa-s-white-genocide\">are Black South Africans<\/a>. They are not invited to the United States as refugees.<br \/>And while the Trump administration builds a race-based welcome for white South Africans, it\u2019s also building a race-based enforcement apparatus.<br \/>In September 2025, in a 6-3 decision, the Supreme Court <a href=\"https:\/\/www.law.cornell.edu\/supremecourt\/text\/25A169\">ruled<\/a> in Noem v. Vasquez Perdomo that federal agents could use \u201capparent race or ethnicity\u201d as a factor when stopping people to check their immigration status. Critics call the resulting detentions \u201c<a href=\"https:\/\/theweek.com\/politics\/kavanaugh-stop-racial-profiling\">Kavanaugh stops<\/a>,\u201d after Brett Kavanaugh, the justice who wrote the concurrence.<br \/>As justice <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/09\/supreme-court-immigration-los-angeles-reaction\">Sonia Sotomayor put it<\/a> in dissent, \u201cWe should not have to live in a country where the Government can seize anyone who looks Latino, speaks Spanish, and appears to work a low wage job.\u201d<br \/>Whiteness is functioning as a credential on the streets of American cities. And white skin qualifies Afrikaners for expedited entry. Darker skin qualifies you for a stop.<!-- Below is The Conversation's page counter tag.
