As part of the state budget, lawmakers\u00a0allocated\u00a0$5 million in bonding to support enhancements to the state\u2019s permitting system.<br \/>A key\u00a0component\u00a0of that investment is <a href=\"https:\/\/www.cbia.com\/news\/issues-policies\/deep-nddb-report-lessons\">a statewide natural diversity database<\/a> mapping effort intended to streamline reviews, reduce wait times, and lower survey-related costs for businesses.\u00a0<br \/>Additional\u00a0progress was made through <a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;which_year=2026&amp;bill_num=5153\" target=\"_blank\" rel=\"noreferrer noopener\">HB 5153<\/a>, which authorizes the Department of Energy and Environmental Protection commissioner to issue general permits in place of individual permits in\u00a0appropriate circumstances.<br \/>The change is intended to improve efficiency in the permitting process while\u00a0maintaining\u00a0regulatory oversight.\u00a0<br \/>\u201cA central focus of CBIA&#8217;s policy agenda this year was improving environmental permitting and supporting development across the state,\u201d said CBIA senior policy director Pete Myers.<br \/>\u201cThese changes build on that effort by creating more efficient pathways for projects to move forward while maintaining strong environmental standards.\u201d\u00a0<br \/>Myers added that the expanded use of general permits could have meaningful, practical benefits.<br \/>\u201cWhile this may seem like a modest adjustment, broader use of general permits can help reduce costs associated with legal and consulting services and shorten permitting timelines for businesses,&#8221; he said.<br \/>&#8220;Predictability in the permitting process is crucial not only for\u00a0investment, but also for jobs.&#8221;<br \/>CBIA also successfully defeated\u00a0<a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;which_year=2026&amp;bill_num=5281\" target=\"_blank\" rel=\"noreferrer noopener\">HB 5281<\/a>, legislation that would have significantly altered Connecticut\u2019s permitting structure by allowing municipalities to overturn DEEP-issued permits.<br \/>The proposal raised concerns about consistency and predictability in the state\u2019s permitting process and the significant negative impact on the state\u2019s economy.\u00a0\u00a0<br \/>\u201cPredictability in the permitting process is crucial not only for\u00a0investment, but also for jobs in our state,&#8221;
