Spokane, WA \u2014 The Spokane Regional Health District (SRHD) is clarifying its role regarding local policy discussions and proposed ordinances affecting food establishments within its jurisdiction.
Its role is defined by state law, specifically the Washington State Food Code Chapter 246-215, which mandates the agency to ensure food establishments understand and adhere to safe food-handling practices to prevent foodborne illness.
\u201cSRHD\u2019s responsibility is to uphold the food code as outlined by the Washington Administrative Code,\u201d said Jessica Martin, MPA, RS, food safety manager at SRHD. \u201cWe provide education and technical expertise to help ensure proposed language and actions align with state law and protect public health.\u201d
SRHD remains committed to collaborating with local partners by offering guidance on food safety regulations and their practical application, as was recently provided to the City of Spokane in regard to proposed changes to Ordinance No. C36863. This includes reviewing proposals to ensure compliance with state requirements and supporting efforts that promote both compliance and public well-being. SRHD staff did not provide a formal approval or endorsement of the policy.
SRHD also acknowledges the importance of balancing regulatory frameworks with community goals. The district recognizes the City of Spokane\u2019s broader activation efforts and the public\u2019s interest in creating vibrant, seasonal dining experiences.
\u201cAt the same time, we must consider the impact of any new policies on all food establishments,\u201d Martin added. \u201cThis includes brick-and-mortar restaurants, many of which could be negatively affected. Our goal is to ensure that any approach maintains fairness, safety, and consistency under the law.\u201d
SRHD officials also shared that the ordinance may increase challenges in an already challenging environment to stopping unpermitted food vendors and the health impacts that could result. 
SRHD will continue working with all interest partners to provide clear, evidence-based guidance that supports both economic vitality and public health.
