After weeks of war in Lebanon triggered mass displacement, some displaced people <a href=\"https:\/\/apnews.com\/article\/lebanon-israel-hezbollah-ceasefire-united-states-e0412bb734d09aef492051c1730b5821\" target=\"_blank\" rel=\"noopener noreferrer\">began to return<\/a> to their homes today. The ceasefire coincides with another diplomatic push: a <a href=\"https:\/\/www.rfi.fr\/en\/international\/20260417-france-uk-chair-meeting-on-strait-of-hormuz-mission-for-when-middle-east-conflict-ends\" target=\"_blank\" rel=\"noopener noreferrer\">meeting<\/a> today cohosted by France and the United Kingdom (UK) on their strategies for securing passage through the Strait of Hormuz, where Iran has restricted shipping and the United States has enacted a blockade on Iran\u2019s coastline recently.<\/span><br \/><span><strong>The Lebanon truce. <\/strong>The ceasefire\u2019s success hinges in part on the actions of a group not officially party to the formal agreement: Hezbollah, the Iran-backed proxy that has been Israel\u2019s primary combatant in the country. A <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/04\/ten-day-cessation-of-hostilities-to-enable-peace-negotiations-between-israel-and-lebanon\" target=\"_blank\" rel=\"noopener noreferrer\">document<\/a> outlining the truce published by the U.S. State Department said both countries had agreed Lebanon would work to prevent Hezbollah from attacking Israel, while Israel would cease \u201coffensive military operations\u201d against Lebanese targets in Lebanon. Israeli and Lebanese officials <a href=\"https:\/\/www.nytimes.com\/live\/2026\/04\/17\/world\/israel-lebanon-ceasefire-hezbollah\/heres-the-latest?smid=url-share\" target=\"_blank\" rel=\"noopener noreferrer\">agreed<\/a> to the truce, while Hezbollah acknowledged it in public statements but <a href=\"https:\/\/www.nytimes.com\/2026\/04\/17\/world\/middleeast\/israel-lebanon-ceasefire.html\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> its actions would be based \u201con how developments unfold.\u201d The document underscores Israel\u2019s right to self-defense.\u00a0<\/span><br \/><span><strong>Talks on Hormuz measures. <\/strong>Today\u2019s France and UK-hosted call includes dozens of countries and was slated to discuss \u201cpurely defensive\u201d measures to ensure safe shipping through the strait \u201cwhen security conditions allow,\u201d French President Emmanuel Macron <a href=\"https:\/\/x.com\/EmmanuelMacron\/status\/2044016499988263115?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a> on social media. Dutch airliner KLM is cutting around 1 percent of its total European routes next month due to rising fuel costs, while Delta Air Lines said it was monitoring the \u201cpotential jet fuel supply issue\u201d but anticipated no immediate impacts.<\/span><br \/><span><strong>DRC cobalt reserve. <\/strong>The Democratic Republic of Congo (DRC), the world\u2019s largest cobalt producer, has created a strategic reserve for cobalt and other minerals, its minerals regulator <a href=\"https:\/\/www.reuters.com\/world\/africa\/congo-creates-strategic-cobalt-reserve-influence-supply-prices-regulator-says-2026-04-16\/\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> yesterday. It will reserve 10 percent of exports for the reserve. The DRC operates a quota system for countries that import its cobalt, and any unexported allocations will also be funneled to the reserve.\u00a0<\/span><br \/><span><strong>IMF and World Bank back in Venezuela. <\/strong>The <a href=\"https:\/\/www.imf.org\/en\/news\/articles\/2026\/04\/16\/pr26123-venezuela-imf-announces-resumption-of-dealings\" target=\"_blank\" rel=\"noopener noreferrer\">International Monetary Fund<\/a> (IMF) and <a href=\"https:\/\/www.worldbank.org\/en\/news\/statement\/2026\/04\/16\/world-bank-group-announces-resumption-of-dealings-with-venezuela\" target=\"_blank\" rel=\"noopener noreferrer\">World Bank<\/a> announced yesterday they are resuming formal relations with Venezuela, which were suspended in 2019 amid the country\u2019s political crisis. Once formally restored, IMF ties would <a href=\"https:\/\/www.reuters.com\/world\/americas\/imf-resumes-dealings-with-venezuela-after-six-year-gap-2026-04-16\/\" target=\"_blank\" rel=\"noopener noreferrer\">give<\/a> Caracas access to an estimated $5 billion worth of reserves at the fund. The World Bank\u2019s last loan to the country was in 2005.<\/span><br \/><span><strong>U.S. \u2018trade over aid\u2019 push. <\/strong>Secretary of State Marco Rubio ordered U.S. diplomats to rally global support for a forthcoming U.S. declaration endorsing trade over humanitarian aid, the <em>Washington Post <\/em><a href=\"https:\/\/www.washingtonpost.com\/national-security\/2026\/04\/15\/trump-un-trade-over-aid\/\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> yesterday.
