The official welcoming ceremony for Prime Minister Pham Minh Chinh was held solemnly at Vnukovo-2 International Airport in Moscow, chaired by Russian Deputy Minister of Foreign Affairs Andrey Yurevich Rudenko.
Hanoi, March 22 (VNA) – The aircraft carrying Prime Minister Pham Minh Chinh and a high-level Vietnamese delegation arrived at Vnukovo-2 International Airport in Moscow at 5:00 pm on March 22 (local time), beginning a four-day official visit to Russia at the invitation of Russian Prime Minister Mikhail Mishustin.

The official welcoming ceremony for Prime Minister Pham Minh Chinh was held solemnly at Vnukovo-2 International Airport, chaired by Russian Deputy Minister of Foreign Affairs Andrey Yurevich Rudenko.

Among those welcoming the Vietnamese leader at the airport were Deputy Minister of Foreign Affairs Rudenko; Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko; representatives of the Russian Ministry of Foreign Affairs; Vietnamese Ambassador to Russia Dang Minh Khoi; along with embassy staff and members of the Vietnamese community in Russia.

This marks the first visit by a high-ranking Vietnamese leader to Russia in 2026. During the visit, PM Chinh is scheduled to hold talks with his Russian counterpart Mikhail Mishustin; meet with President Vladimir Putin, Chairwoman of the Federation Council of Russia Valentina Matviyenko and Chairman of the State Duma Vyacheslav Volodin.

PM Chinh and Russian leaders are expected to discuss measures to further strengthen Vietnam–Russia relations, particularly in politics, and expand cooperation in areas such as economy, trade, investment, infrastructure development, science and technology, education and training, culture and arts, with special emphasis on nuclear energy and oil and gas.
During the visit, the PM will also lay flowers at the monument to President Ho Chi Minh and the Tomb of the Unknown Soldiers; and receive veterans, representatives of the Russia–Vietnam Friendship Association, friends, and contributors to bilateral relations.

He will hold meetings with leaders of major Russian corporations and enterprises; engage with Vietnam–Russia businesses; visit educational and high-tech facilities; tour notable Vietnamese investment projects in Russia; and meet with embassy staff and the Vietnamese community in the country.

The visit is expected to comprehensively promote cooperation across multiple sectors and set a long-term vision for bilateral relations in politics, security, defence, foreign affairs, economy, trade, science and technology, education and training, and people-to-people exchanges. It aims to further deepen the Comprehensive Strategic Partnership for the benefit of both nations and for regional and global peace, cooperation, stability, and development./.
Vietnam and Russia are facing a comprehensive, long-term cooperation programme. The development and implementation of this programme will require considerable efforts to clearly understand the current and future interests of both countries, as well as the potential to translate these into effective bilateral cooperation.

The outcomes of the plenum will form the “legal corridors,” “operational rules,” “disciplinary principles,” and “standards of conduct” necessary to bring the 14th National Party Congress’s Resolution into life and advance the country’s long-term strategic goals toward 2030 and 2045.
During meetings with local authorities, Ambassador Trinh Duc Hai stressed the need to turn the Vietnam – France Comprehensive Strategic Partnership into practical cooperation programmes aligned with each side’s development priorities.
It comes as no surprise that ill-intentioned forces abroad and discontented individuals at home have reacted negatively to the official results of the election of deputies to the 16th NA and People’s Councils at all levels for the 2026–2031 tenure.
The meeting is also scheduled to consider personnel affairs for State agencies for the 2026–2031 term and provide opinions on the five-year socio-economic development plan, national financial plan and medium-term public investment plan for 2026–2031, along with other key national issues.

The Government leader described the special bond between the peoples of Vietnam and the former Soviet Union, as well as the Russian Federation today, as a shining symbol of solidarity and special international friendship.

Chairman Man affirmed that the election held on March 15 was a resounding success, describing it as a major national festival conducted in a democratic, equal, lawful, safe, economical and substantive manner. He noted that this was one of the largest and most demanding elections to date, both in terms of scale and workload, particularly as it took place amid new challenges and complexities compared to previous terms.
The visit will reaffirm the enduring traditional friendship and trusted cooperation between the two countries, while also providing an opportunity to strengthen the bilateral ties both in breadth and depth with a forward-looking vision. It will help create favourable external conditions and mobilise resources for Vietnam’s development in a new era.
PM Chinh stressed that the increasingly complex developments in the global and regional situation require new mindset, particularly in addressing non-traditional security threats, including cyberattacks, online fraud, and activities that could undermine political stability and social order.
Prime Minister Pham Minh Chinh’s visit is poised to remarkably advance cooperation across politics, national defence – security, foreign affairs, economy, trade, people-to-people exchanges, sci-tech, and education – training.
Ambassador to Laos Nguyen Minh Tam noted that the Vietnam – Laos special relationship is deepening in a more practical and effective manner across areas, delivering tangible benefits to both peoples while contributing to regional and global peace, stability, cooperation and development.
PM Chinh asked Indonesia to facilitate Vietnamese goods’ greater access to its market; promote cooperation in the Halal industry; effectively carry out fisheries cooperation and support Vietnam in combating illegal, unreported, and unregulated (IUU) fishing; and enhance cooperation in locality-to-locality exchanges, education and training, tourism, cultural exchange and people-to-people connections.
Beyond the existing commitments, the Hanoi Department of Public Security has proactively proposed a new memorandum of understanding with its Vientiane counterpart to further enhance cooperation.
As external information demand greater speed, accuracy and professionalism, deeper coordination between the Vietnam News Agency and Vietnamese missions abroad is essential.
