TRUCKEE, Calif. — The Truckee Town Council on Tuesday approved updates to the town’s legislative framework, financial policies, and heard the town’s long-range workplan updates, advancing a wide-ranging set of governance and operational items aimed at strengthening policy alignment, fiscal management, and strategic priorities.
Legislative Platform Updates 
The Truckee Town Council on Tuesday approved updates to the town’s 2026 Legislative Platform, reaffirming the policy framework that guides how the town responds to state and federal legislation.
Originally adopted in 2020 and updated annually since, the platform outlines the guiding principles and policy positions Truckee uses to determine whether to support or oppose proposed legislation that could impact town operations.
According to town staff, the latest updates reflect emerging issues receiving increased attention at the local, state and national levels, including emergency preparedness and disaster recovery, cybersecurity and housing.
The platform is designed to allow town staff to respond quickly when legislation is introduced, without requiring Town Council approval for each individual bill. Under the process, staff may prepare position letters and take advocacy actions aligned with the adopted platform.
Truckee contracts with California Public Policy Group to monitor state legislation and funding issues, while also coordinating with Nevada County’s federal advocacy firm, Paragon Public Relations, on federal matters.
If town staff identify a proposal that could significantly impact Truckee or falls outside the existing platform, the issue may be referred to the Council Legislative Committee, made up of the mayor and vice mayor, or brought before the full Town Council for consideration.
Signed legislative correspondence is made publicly available through the town’s online document portal.
Financial Policies Updated 
The Truckee Town Council also approved updates to the town’s financial policies aimed at aligning municipal practices with national government finance standards and recommendations from a recent organizational assessment.
The council adopted Resolution 2026-21 approving the updated financial policies, introduced Ordinance 2026-08 amending sections of the Truckee Municipal Code related to revenue and finances, and directed staff to implement the policies prospectively with no retroactive impacts.
According to town staff, the update formalizes existing practices and incorporates recommendations from the Government Finance Officers Association, or GFOA, as well as policy examples from other agencies.
The revised policies address areas including financial planning, internal controls, revenue management, budgeting, debt management, purchasing and asset management. The update also introduces expanded guidance related to grant compliance, purchasing cards and unclaimed checks.
Town staff said many of the recommendations reflect procedures already in place, while proposed changes are intended to improve clarity, consistency and alignment with financial best practices.
Council Receives Quarterly Workplan Update
Town Council also received a quarterly update on the town’s FY 2025/26 through FY 2026/27 Council Priorities workplan, highlighting progress on strategic initiatives ranging from environmental stewardship to housing and disaster preparedness.
The update covered work completed through March 31, 2026, and reflected what the town described as a transition from planning into implementation across several priority areas.
Among the featured updates was a review of the town’s single-use bottle ordinance and related programs, including an assessment of the ordinance’s effectiveness over the past year. During the town council meeting, staff said organizations in town have complied with the ordinance, which prohibits the commercial sale and distribution of unflavored, non-carbonated water in single-use plastic bottles and paper cartons under one gallon in size. The council looked favorably upon the ordinance’s updates.
Staff also reported progress on operational initiatives, including implementation of NeoGov software for employee recruitment, hiring and onboarding, as well as updates to employee performance review templates and rating criteria.
According to town staff, the town continues to make progress toward long-term strategic goals while advancing projects intended to deliver more immediate community benefits.
